U.S. Department of Homeland Security Founded in 2002, SOLUTE currently has 80 employees and 12 prime contracts. Headquartered in San Diego, CA, SOLUTE is one of only two primes representing the west coast under the Technical Services Category. With other regional offices in Arlington VA, Patuxent River, MD and Pascagoula MS, SOLUTE is strategically positioned to serve the Department of Homeland Security in a number of key regions. The company provides services in program management, systems engineering, business process improvement, training, support, and technical advisory services. SOLUTE engineers and analysts are former military and commercial aviators with expertise in navigation, air traffic management, safety, mobile communications, networking, knowledge management, and multi-service, multi-agency, and coalition force operations. SOLUTE has received numerous SPAWAR Lightning Bolt Awards for high quality work, achieved the highest ratings possible on Contractor Performance Assessment Reports (CPARs), and won a Small Business Prime Contractor of the Year award from the General Services Administration. SOLUTE PACTS Team CapabilitiesThe SOLUTE team consists of EMN Defense Services, Inc. (EMNDS), MANDEX, Inc., ARINC Engineering Services, LLC (ARINC), and Science Applications International Corporation (SAIC). The Team will provide outstanding engineering consultation, feasibility studies, preliminary and final engineering plans and designs, construction and installation phase advisory services, and both inspection and evaluation of engineering projects under this contract. ARINC is a large contractor headquartered in Annapolis, MD with over 100 offices and representation in 140 countries worldwide. The company has more than 3,000 employees that specialize in products and services for both commercial and Government customers. Founded in 1929, the company has over $1 billion in annual revenues, and is an ISO-9001:2008 certified quality organization. ARINC manages an Integrated Air Defense System that includes coordination with several DHS organizations for protection of the Washington D.C. region. ARINC performs technical services for the U.S. Joint Forces Command on systems, which were used by the DHS during humanitarian efforts in the aftermath of Hurricanes Katrina and Rita.
