February 2010 NEWS - SOLUTE Participates in Anti-Terrorism Exercise

On February 19, 2010, SOLUTE participated in the “Operation Medusa 2010” anti-terrorism table top exercise.  Sponsored by San Diego InfraGard Members Alliance; Federal Bureau of Investigation; Department of Homeland Security; and San Diego Regional Terrorism Threat Assessment Center, this exercise focused on the tourism and public venues sector. Two SOLUTE employees presented after action analysis and recommendations relating to policies, procedures, and plans of action that resulted from dozens of scenarios. In addition to being valuable streams of communication for local governments, first responders, and corporations, such local tabletop exercise are vital to identifying, mitigating, and responding to terrorist profiles, tactics, techniques, and strategies. SOLUTE congratulates these employees on their thought leadership in the field of Anti-Terrorism.


SOLUTE Awarded Sole Source Contract with SSCPAC Code 56050

On February 9, 2010, SOLUTE was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) Sole Source contract in support of SSCPAC Code 56050, Intelligence, Surveillance and Reconnaissance (ISR) Department, for Undersea Warfare (USW) projects/programs.  SOLUTE will be providing Engineering and Programmatic Support, Technical Support, Developmental and Integration Support and operational USW subject matter expertise in execution of this vehicle.  Work highlights will include the following:  Aligning SSC Pacific ASW Maritime C4ISR tasks with PEO C4I efforts to define and develop (C2) capabilities within a ‘FORCEnet’ architecture as required by OPNAV N6, technical support for the Office of Naval Research (ONR) Persistent Littoral Undersea System (PLUS) Innovative Naval Prototype (INP), providing process improvements, requirements definition, R&D and systems engineering efforts for FORCEnet and other network centric systems in support of USW and assisting SSC Pacific as necessary for any ASW/USW Community of Interest (COI) issues.


SOLUTE Awarded Phase II SBIR for Cross Domain Solution (CDS)

On February 2, 2010, SOLUTE was granted a Phase II SBIR with the Air Force Research Lab to create a prototype for a Multiple Independent Levels of Security (MILS) based CDS.  

Under a successful Phase I, SOLUTE analyzed airborne platforms capable of hosting the future airborne CDS, defined a Concept of Operations (CONOPS), determined potential applications and use cases, and defined security requirements and impacts of these future uses.  After surveying different Real Time Operating Systems (RTOS) and CDS products available for use in a future prototype, as well as inter-partition communication options, SOLUTE engineers selected an RTOS/MILS vendor as well as a CDS provider. In Phase II, SOLUTE will develop a Limited Functional Prototype, determine limited prototype scenarios, and finalize the airborne CDS architecture.  Additionally, SOLUTE will port the CDS to a MILS-based platform, test the system, and demonstrate the prototype. SOLUTE will also define migration plans for future high assurance use. The research team will also perform a Certification and Accreditation (C&A) assessment and begin work on documentation allowing utilization of the prototype in future DoD exercises and trials.


SOLUTE Presented DoN Knowledge Management Award at AFCEA West



On February 2, 2010 at the AFCEA Conference, the Department of the Navy (DoN) honored SOLUTE
personnel working at Tactical Training Group Pacific with the 2010 Department of the Navy IM/IT Excellence Award. Chief Information Officer J.S. Mitchell III of TACTRAGRUPAC stated in his nomination package: “With its innovative approach to training, the Tactical Training Group Pacific (TTGP) Network Centric Warfare (NCW) Syndicate made significant contributions to increasing the effectiveness of information and knowledge flow throughout PACFLT Strike Groups and provided outstanding training to the Navy IM/KM Workforce.” SOLUTE employees in the Tactical Training Group, Pacific Network-
Centric Warfare Syndicate include Jill Robertson, Dennis Schulz, Chris Simpson, James “JJ” Stakem, and Tim Snyder.

December 2009 NEWS - SOLUTE Awarded PMA-290 Subcontract

On December 18th, Solute was notified of a subcontract award for support to the EW and EPX programs within PMA-290.

As subcontractor to Prime contractor AT&T Government Solutions Inc., SOLUTE will provide systems engineering, and aviation subject matter expertise to Program Manager Air (PMA) 290. This support encompasses engineering analysis and recommendation for technical, logistical and acquisition life cycle support for the Electronic Warfare (EW) mission. SOLUTE’s engineering and management support will support programmatic decisions and assessment of acquisition life cycle activities. The EW departments consist of three major product areas:

  1. EP-3E programs – Sensors Systems Improvement Program (SSIP) and Joint Airborne Signal Intelligence (SIGINT) Architecture  (JASA) Modernization program (JMOD)
  2. Advanced Technology/Advanced Concept Technology Demonstrations (ACTD) projects and
  3. The EP-3 Recapitalization Program

This prime contract was awarded for a base year with four option years.

October 2009 NEWS - SOLUTE Awarded Master Ordering Agreement (MOA) with the Federal Aviation Administration (FAA)

SOLUTE consulting announced today that is was awarded a seven year Master Ordering Agreement (MOA) with the Federal Aviation Administration (FAA) for participation in the $2 billion Electronic FAA Accelerated and Simplified Tasks (eFAST) program. eFAST is the preferred small business professional and support services acquisition vehicle that enables long-term procurements for an expanded array of professional and support services to better serve the requirements of the FAA.  Under SOLUTE’s MOA, the company will provide technical, engineering, scientific, management, advisory and administrative services in seven key areas enecompassing: Air Transportation Support, Business Administration and Management, Research and Development, Engineering Services, Computer/Information Systems Development, Computer Systems Support, and Documentation and Training. eFast allows for both sole source and competitive task orders to be issued to MOA holders.

August 2009 NEWSSOLUTE Awarded DHS PACTS Contract for Technical Services

On August 6th, SOLUTE Consulting was notified that the company was one of only ten Service Disabled Veteran Owned Small Businesses (SDVOSBs) awarded a spot on the Department of Homeland Security (DHS) Program Management, Administrative, Clerical, and Technical Services (PACTS) contract vehicle for engineering services.

DHS PACTS is a task order based SDVOSB set aside vehicle with a ceiling value of $1.5 billion that will be shared among 30 total companies across each of the four service categories.  This five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract allows major procurement offices within DHS to release Firm Fixed Price (FFP), Time and Materials (T&M), and Labor Hour (LH) task orders covering a wide range of non-Information Technology related services around the world. Customers utilizing this vehicle include: Customs and Border Protection (CBP), DHS Headquarters Office of Procurement Operations (OPO), Federal Emergency Management Agency (FEMA), the Federal Law Enforcement Training Center (FLETC), Immigration and Customs Enforcement (ICE), Transportation Security Administration (TSA), U.S. Coast Guard (USCG), and the U.S. Secret Service (USSS). Outside agencies may also utilize the vehicle with DHS approval.

SOLUTE Consulting was selected as an awardee in the Technical Services Category, which includes general engineering related to design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The SOLUTE Team will provide engineering consultation, feasibility studies, preliminary and final engineering plans and designs, construction and installation phase advisory services, and both inspection and evaluation of engineering projects under this contract.



April 2009 NEWS - SOLUTE Awarded IT-70 Schedule for Information Technology Services

On April 20th, SOLUTE Consulting was awarded an Information Technology (IT)-70 General Services Administration (GSA) schedule under Special Item Number (SIN) 132.51 covering General Purpose Commercial IT Equipment, Software, and Related Services.

Under contract GS-35F-0372V, SOLUTE offers a range of systems and software engineering, information assurance, technical writing, and administrative support services through the GSAAdvantage website at www.gsaadvantage.gov.  SIN 132.51 allows for: resources and facilities management, database planning and design, systems analysis and design, network services, programming, conversion and implementation support, network services project management, data/records management, electronic media subscriptions/publications, and other services.  The contract builds on SOLUTE’s current GSA Professional Engineering Services (PES) schedule, allowing Federal customers to purchase IT engineering on an hourly basis from the company without the need for long term contracts or requirements for an in-house contracts shop.  SOLUTE’s GSA vehicle allows for purchases up to $500,000 at a time.  It provides greater flexibility and less overhead than a number of other industry standard alternatives.  Using this schedule, SOLUTE will be able to pursue a much broader range of customers within both the Department of Defense (DoD) and Department of Homeland Security (DHS).  The company’s schedule provides rates for both on and off site work in locations throughout the U.S.  Under this vehicle, SOLUTE can provide systems, software, and security personnel for highly specialized projects at clearance levels up to Top Secret/Sensitive Compartmented Information (TS/SCI).  


January 2009 NEWS - SOLUTE awarded Air Force Small Business Innovation Research (SBIR) grant for Airborne Cross Domain Solutions (CDS)

On January 21st, SOLUTE received official notification that the company was awarded a Phase I SBIR grant worth $100,000 to study scalable airborne architectures for cross domain communications as an alternative to the use of expensive satellite resources for tactical communications.

SOLUTE Consulting has extensive experience in airborne networking and will leverage this expertise in the research of this topic.  Current CDS products are often too cumbersome for airborne use and require a human-in-the-loop.  Under this tasking, SOLUTE will conduct research to develop a modular hardware architecture for implementation of an automated airborne CDS for use in a chip, card, and blade environment.  SOLUTE will determine space, weight, and power (SWaP) constraints of candidate aircraft and aerial vehicles, define applications and their security requirements, and determine Real Time Operating System (RTOS) requirements for implementing a Multiple Independent Layers of Security/Safety (MILS)-based CDS architecture.  Globally, the satellite communications (SATCOM) market has increased by more than 40% in the past five years, and the U.S. Government currently makes up 75% of the world’s demand for services.  The impact of the technology from this study will be immediate once implemented, saving potentially hundreds of millions of dollars in DoD SATCOM spending by making greater use of existing airborne assets for tactical communications.  This solution can be applied to any U.S. military aircraft currently utilizing MILS based solutions, including the B-1, B-2, F-35, F-22, and C-130.  The technology is also applicable to several commercial markets as well, which include the multi-billion dollar cellular communications market, software defined radios, and other industries requiring data compartmentalization and high uptime, such as utility infrastructure management, financial services, and data centers.
