Position Description:
SOLUTE’s PMW160 Automated Digital Network System (ADNS) team is seeking a Senior Program Analyst to provide program management and acquisition support to US Government clients in San Diego. The ideal candidate will have an active Secret security clearance, C4I and DoD acquisition experience and will be a self-starter, highly-motivated and teamwork-oriented with the demonstrated ability to analyze and present complex data.
Scope of Work:

Provide direct acquisition support to ADNS Assistant Program Manager
-
Create program briefings and documentation, business case analyses, discussion papers, training materials, meeting agendas, action item tracking and minutes
-
Assist in developing goals and objectives conjunctive with those of PEO C4I and external customers and stakeholders
-
Provide technical management support to resolve planning, design, ILS, material, funding, and execution issues among stakeholders
-
Support the successful delivery of a fully integrated and mission-capable networking system within cost and schedule constraints
-
Guide process improvement efforts, support the technical capability of engineering team and interact with external agencies
-
Assist the ADNS acquisition multi-contractor team to bring multiple increments of the program through successful acquisition decision reviews
Qualifications:

Minimum 5 years of DoD experience

Minimum 3 years of C4I Acquisition experience

Experience with U.S. Navy acquisition structure and processes required

Strong organizational and time management skills required

Position Description:
SOLUTE Consulting is seeking a Senior Software Engineer to work in San Diego. We are looking for a senior developer. The applicant should be well-versed in service-oriented architecture, open-source software trends, and modernization of legacy systems (data exposure via web services). This position will have an opportunity to work on several diverse and unique defense-related software projects, including, but not limited to, Air Force Research Lab and Office of Naval Research SBIR projects (airborne and submarine cross-domain solutions), a Naval Aviation web-based survey collection and analysis project, and a C4I common operational picture modernization project. The ideal candidate will have extensive systems integration and software design/development experience. The ideal candidate will also be someone who seeks to use their technical acumen across several programs to augment SOLUTE's vast operational expertise and grow his or her role within the organization. Crucial to this position is the ability to network and be self-managed. Experience with military domain software is desired but not required.
Position Scope:

In a team environment, define and develop the software architecture required to implement features and capabilities for new software products

Participate in all phases of the software development life cycle (requirements discovery, high level design, detailed design, coding, unit test, integration, system level test)

Analyze software requirements to determine feasibility of the system design within time and cost constraints

Project/Resources management: develop project technical objectives, develop work plan and LOE, storyboard technical plan and resources needed

Prepare work estimates, schedule inputs and metric data to project management

Consult with other cross-functional engineering staff to evaluate interfaces between hardware and software, and operational performance requirements of the overall system

Support proposal technical writing

Provide technical leadership and act as a mentor for junior developers

Interface with both internal and external customers
Required Qualifications:
- Bachelor's Degree (Computer Science, Computer Engineering, or related field)
- 5-7+ years experience with software design and development
- 2+ years experience as a lead developer
- Extensive experience with the standards, technology, and policy-related aspects of implementing a service-oriented architecture (SOA)
- Secret Level US Security clearance (or ability to obtain, US citizenship required)
Preferred Qualifications:
- Working Knowledge of Real-Time Operating Systems (RTOS) and Linux Distribution Kernals
- Working Knowledge of Cross-Domain Solutions (CDS)
